First Nations Presents Proclamation Of Forgiveness

On October 4, 2005, (Rosh HaShanah) at 10 A. M., a team of seven (7) Native American Indian leaders will meet at the White House with Mr. Rubin Barrales, Deputy Assistant to the President and Director of Intergovernmental Affairs. Mr. Barrales will receive our "PROCLAMATION OF FORGIVENESS" (see below) in behalf of President George Walker Bush. We are going as representatives of the Native community to address the America's people's "Chief". It is a "heads of nations" meeting if you will, and we will go according to Native protocol. We want to declare forgiveness on behalf of our people and declare forgiveness in Jesus Name and to ask our Heavenly Father to roll back the reproach and defilement on the land so that we might see revival in our nation.

The names of the ministers who will be going to the White House: BISHOP GLEN W. ANNISKETTE is a Thlingit Indian from Alaska. Glen currently lives in Tennessee. He has been ordained a bishop in the Church of God; Cleveland, TN and is an International Missionary Evangelist-at-Large. He has traveled to many nations financing evangelistic crusades touching countless thousands with the power of the Gospel.

REV. IVAN DOXTATOR is Oneida of the Iroquois Confederacy. The Oneida were the first allies ever of the young United States. It was the Oneida warriors and their women that broke through British lines at Valley Forge and took supplies to George Washington and his troops.

The Oneida sent over 200 warriors to the battle of Oriskany which was a real turning point in the Revolutionary War. That battle broke the back of the British advance and set in place their defeat at Saratoga. The Great law of the Iroquois Confederacy was the model for the Declaration of Independence and the young American Government. The Iroquois were present in 1776 at the development and signing of this historic document. Therefore, as a representative of his tribe, he carries much authority in the heavenlies to release this forgiveness.

REV. LINDA S. DOXTATOR (Cherokee) is a Licensed Professional Counselor that specializes in working with survivors of trauma. She was the Disaster Coordinator for WA Univ. and Univ. of MO during the Oklahoma Bombing and Floods of 1993. Linda works with the women and children in ministry with her husband Ivan as they seek healing for Native people.

REV. M. GEORGE KALLAPPA, SR. (Makah Tribe; Neah Bay, WA). After Rev. Kallappa received his Bachelor of Theology degree from Seattle Bible Training School he immediately went into full time ministry traveling to 60 tribal groups. He currently serves as Superintendent of the American Indian Fellowship of the Northwest Ministry Network of the Assemblies of God.

REV. DEWEY KIRSTEIN, III (Cherokee) is ordained with Goshen Ministries, Inc. and co-pastors Miracle Ministry in Virginia. Pastor Dewey has worked with YWAM since 1989 and has traveled to many nations and tribal peoples of the world.

CHIEF G. ANNE RICHARDSON is a Spirit-filled Christian working among her own people and the Navahos. She is a duly-elected tribal chief of a federally recognized tribe.

DR. FLO E. ELLERS (Tlingit from Alaska) is ordained with International Fellowship of Ministries—a John G. Lake ministerial organization. Rev. Ellers received her doctorate from Shalom Bible School; West Des Moines, IA in 1999. She has been traveling to the nations and working in full time ministry since 1982. Her ministry is Global Glory Ministries, Inc. Her current passion is to raise up and equip God's end time revivalists.

Dr. Ellers was asked to be the Native American representative during the "2nd Washington for Jesus" rally in 1996, where 500,000 Christians gathered at the Washington Mall in WA. D. C., to pray for this nation. She was given, along with the other speakers, 10 minutes to address the nation. As she prayed, the Holy Spirit inspired her with what later became known as the "Proclamation of Forgiveness" (see below). Recently, Flo sensed the prompting of the Lord to present this document to President Bush so she worked with State Senator Greenleaf of Pennsylvania and he helped facilitate a presidential appointment with Mr. Rubin Barrales to present the "gift of forgiveness" to the Nation's Chief. She, along with her team believe once the President of the United States accepts the forgiveness, heaven will record this prophetic act and as a result revival will break forth in America.

"Proclamation Of Forgiveness"

The Honorable George Walker Bush, President of the United States

"The earth is the Lord's and everything in it, the world and all who live in it. How blessed are the people whose God is the Lord." (Psalm 24:1)

The earth is the Lord's by right of creation. His absolute sovereignty precludes our right to determine our own destiny. Our purpose for being is with the God who has created us all


In Christopher Columbus' traveling diary, he said as he approached this land, "I was blown by the wind of God." Columbus came with a holy ambition to establish a nation where Christian liberty would prevail, but others who came did not all have a purity of heart. With force they used their long knives to take the wealth of the land; the temptation before them too powerful to resist. A brown-eyed people unable to defend their land and their families were consumed in the greed of the settlers from Europe. What would have been the ultimate outcome of this nation had the early settlers wholly followed the Puritans one desire for religious freedom?


What would this nation be like today if our forefathers had resisted the proud attempt to take destiny into their own hands and seize the reigns of history?


What would this nation be like today had the early pioneers been willing to present the Gospel to the Native American Indian and to lift them up out of their spiritual darkness to serve the Living God?


Instead their lust for the gold in the land promoted acts of aggression on territories which were not their own. The encroachments were a willful violation of the Word of God that says,

"Do not remove the ancient landmark." (Proverbs 23:10) The bows and arrows, the hunting knives and the tomahawk were no match for the Remington rifles. A once proud people had to bow into submission as acre after acre was forcefully taken from them. What would this nation be like if all the races could have dwelt together in harmony sharing the land and its vast resources?


Deceptive governmental leaders said, "Let's make covenant with these people. They are too naïve and could not possibly understand the ramifications of these treaties." So one by one a treaty was drawn up and one by one each of the 372 treaties were violated and broken. The intense hatred of the governmental leaders released orders for the genocidal eradication of the Red Man. The pony soldier's pet saying was, "The only good Indian is a dead Indian." The historic massacres amounted to over 50 million! The buffalo by the thousands lay slaughtered across the land and the once defiant Native American Indian blood soaked up the ground and the land became defiled and cursed.

O America, America, in the midst of all of this, God shed His Grace on thee. He brought you here for His eternal purpose—to bring religious freedom to this nation and the nations of the world. Your mandate from Him was for you to propagate the nations with the Gospel from your stately posture and you were to begin with First Nations people but you have never fulfilled your mandate from God. Instead, you force-marched them onto reservations and all their dignity was stripped from them—all hope for a future was gone. Their blood is crying out for restitution. We have sown to the wind and we have reaped the whirlwind. If our nation is to be changed our national sin must be recognized, acknowledged and repented of and then we can be


There was another Man whose Blood was also shed. He was the Man from heaven; the very Son of God who came in the flesh approximately 2,000 years ago. He lived among men and healed all their hurts and diseases; and when His Blood splattered that ole' rugged cross, He never cried out for revenge but said, "Father forgive them…" Our shed blood cries out one message; His Blood cries out another message; therefore we as Native American Indian Christian representatives of the host people of this great nation make this proclamation to President George W. Bush, The Congress and other national leaders that we forgive our nation and its leaders for what they have done to us in the past. We believe if you will accept this Proclamation of Forgiveness we will see and experience a mighty outpouring of God's Presence that will affect all of the United States of America and then we will truly be …

The Set Time

Todd Bentley - Charlie Robinson

In this teaching titled The Set Time, I will share an important prophetic message about a shaking that will be coming primarily to the Northwest. We will discuss why it's God's desire to execute judgment against His adversaries at this set time. Before closing this teaching with a powerful prophetic act, we will examine how our prayers ascend into heaven and how they activate God's judgments in the earth.

The "set time" is now here for the fulfillment of God's promises as well as the fulfillment of our destinies. We need to prepare ourselves to pay the price that will be required of us when the fulfillments unfold. So we need to be extremely focused in this hour and pay attention to what God is saying to us; most of the time His voice is not heard audibly in our ear.


God is telling us that He will have vengeance on His enemies (Isaiah 61:2), and His Word always reflects His personality and character. Most of us don't like to think about God's anger and what could happen if He releases His fury against His enemies.

"Who can comprehend the power of your anger? Your wrath is as awesome as the fear you deserve." Psalm 90:11 NLT

But having said that, let's not forget that there is a place to receive mercy and find refuge when the day of trouble comes (Psalm 91:1-4).

God will cover us with His feathers and under His wings we shall find refuge! During our meetings, sometimes feathers manifest in mid air and gently fall upon the crowd. When this happens, it's a sign and a wonder to cherish because the feathers are a sign of God's kingdom among us, but there's more. I believe this wonder is also meant to comfort and remind us that when the storms come, when God's judgments come, He will spread His feathery soft wings over us when we run for cover under His wings.

"He shall cover you with His feathers, and under His wings you shall take refuge; His truth shall be your shield and buckler." Psalm 91:4 NKJV


I believe it's on God's heart right now to warn us that we need to prepare ourselves for the upheavals that are ahead. We're asking: "What's next? Is there a shifting in the spirit, not just in the Northwest, but also globally?" Yes, we see this shaking happening globally and it's about to happen here. The Lord spoke to me recently, saying: "Yes, in the Northwest there will be a shaking. A shaking unlike any other shaking we have seen in the Northwest."

Before we discuss what this shaking means, I want to share one encounter I recently had. I was praying at home in my living room and suddenly there was a flash of light. Instantly I received a divine sense, a divine revelation, and I knew that I was having a visitation with the angel called "Promise." Only a few times in seven years have I ever seen this angel. When this angel comes, its assignment is to announce the fulfillment of a word that we have received from the Lord. Often the word has come with confirmations repeatedly over the years.

There actually are angels in heaven that oversee answered prayer. They oversee what God has promised so that it is released in our lives, cities, and nations. I believe that this angel's visitation is connected to the set time that we are in now concerning two significant themes: God's desire to execute vengeance on His adversaries and God's desire to fulfill His promises in our lives.



There are two elements involved when God executes vengeance on His adversaries -- judgment and blessing. So let's turn to Isaiah 64:1-3:

"Oh, that You would rend the heavens! That You would come down! That the mountains might shake at Your presence -- as fire burns brushwood, as fire causes water to boil -- to make Your name known to Your adversaries, that the nations may tremble at Your presence! When You did awesome things for which we did not look, You came down, the mountains shook at Your presence." NKJV

When God makes His name known to His adversaries, whole nations are going to tremble and shake in His presence! Why? Because God is rending heaven and He is coming down in a holy visitation, bringing judgment against His adversaries. It's not judgment on people or judgment on the church. God is releasing judgment right now and it's showing up with whole nations shaking and trembling -- earthquakes. It's God judging Islam. It's God stepping into the war on terror and He is opposing that Islamic spirit.

However, that's only one part of it. Christians are crying out against homosexuality, same-sex marriages, and the drug culture. They are crying out for the Joel's Army to come forth, the emerging generation of young people who don't have a sense of their identity. They are crying out for what's next. They are crying out for a move of God, and God is about to answer -- not just here, but the whole Pacific Rim is tied into this!

Now listen. When the judgment of God comes, He is responding to the prayers of the saints who are crying out for righteousness and justice. When we pray for righteousness to prevail in the earth, there comes a set time when God judges unrighteousness, and it's for a purpose:

"For when Your judgments are in the earth, the inhabitants of the world will learn righteousness." Isaiah 26:9b NKJV

When God releases judgment there will be those in the earth who will turn to Him. So judgment is blessing, but sometimes it shows up with natural disasters. And the Lord will be looking for a way to release mercy to people in the midst of judgment, because His judgments are against demonic principalities so that revival can come.



The Holy Spirit uses certain prophets in a specific way. How I am used is that when I prophesy certain things, something usually happens immediately or almost right away. I can look back and see that when I have said at different times that earthquakes will happen (in a certain area), within a few days an earthquake did hit that area.

Not long ago I was in Birmingham, Alabama, and the first night of the conference I was caught up into the spirit and saw three major highways coming into Birmingham. I saw revival coming into the city from the north. I gave a specific prophetic word over the region. The Lord told me to tell the people that they will know my words are true when tornados and floods hit Birmingham. When we left, floods and tornados came into Birmingham.

In July 2004, I was in a meeting in Vacaville, California, when I had an open vision. I saw a massive arch angel (the rank of an arch angel assigned over a continent) with one foot on Indonesia and one foot on Malaysia. Next I saw a tsunami wave rise up out of the sea and, in the crest of the tsunami wave, I read the word REVIVAL. Then I saw the tsunami wave hit Indonesia, Malaysia, and S.E. Asia. So I prophesied what I saw as a word of knowledge as well as asking if there was anyone from Malaysia and Indonesia in my meeting. Four pastors from Malaysia stood up and one man stood up from Indonesia.

These five people took the prophecy back to Indonesia and Malaysia and they printed it out. All the churches and the pastors were reading the word. So, when Charlie Robinson (FFM's seer-prophet) went over to Indonesia and Malaysia in December, they were sharing with Charlie how they believed every part of the prophecy I gave about revival coming to Indonesia, Malaysia, and S.E. Asia. They said, "It's all true, Charlie, except for one part. Natural disasters don't happen here." They told Charlie that they didn't believe the tsunami part of the prophecy for Indonesia.

So, Charlie said, "God will judge the seas," because he received a revelation from God about the seven thunders and how God will judge the seven seas (Revelation 10). (More in-depth teaching follows below under The Seven Thunders.)

Charlie had already shared with one of the leaders in Jakarta, Indonesia, that God was about to strike the waters of S.E. Asia off the coast of Indonesia because He was about to judge a principality. Charlie prophesied by faith, telling him that when God comes down and when it hits, it's going to be a mess.

Then in one of Charlie's meetings in Indonesia he felt led to have everyone roar. The church roared for a half hour! (I'll share about the prophetic significance of roaring below, see The Seven Thunders.) The Lord told him there would be an earthquake after he left. When he left Indonesia six days later, on December 26, the earthquake/tsunami happened. God was judging the seas! They called Charlie and said, "It's true. Every word of the prophecy is true!"

When the tsunami happened, the entire world said, "Destruction! Oh, God, why? Why would God allow this to happen? This is judgment. 300,000 lost their lives." But listen! The crest of the wave said REVIVAL! Who would have thought revival would come with a tsunami and an earthquake? Now, one church has grown to 5,000 people, and in the same congregations where we met before the tsunami, different manifestations are happening -- gold dust, diamonds, and feathers are appearing.

When Charlie went back in February, he said, "It (another earthquake) is going to happen again." When he left the region, he was only in the air for one hour and the second earthquake hit (an intense aftershock).

Also, not long ago, I was in Long Island, New York, and prophesied publicly, "The third earthquake will hit the Pacific." Two mornings later the island of Sumatra was hit with a 6.2 earthquake (aftershock). Recently, in Toronto, Ontario, I was with two dozen people when I prophesied, "Mark my words. Japan will be hit with an earthquake. It's the fourth one coming to the Pacific." The earthquake hit Japan a few days later. It was a 5.6.


What does all this mean? We need to understand that God's judgments are released as answers to prayer to ultimately bring blessing and to fulfill His promises. And now we are bringing another prophetic word and this time it's for the Northwest. There will be a shaking. There will be a trembling. But I am going to tell you, the shaking will not only release God's promises and God's destiny, it's going to release revival.

Let's remember in the shaking, let's remember in the earthquake in Japan and in the disaster in Indonesia, let's remember that God is saying: "REVIVAL!"

And so, as we prepare in the Northwest for a great shaking, let's remember when it takes place it's a sign that something is about to be released. I don't know how quickly we will see a shaking and a shifting in the Northwest and I don't even know exactly what the shaking is going to look like. It may be an earthquake, it probably will be. But there is even more of a shaking than that coming in the Northwest. I sense that it will be unlike anything ever recorded that's been recorded in over 1,000 years. They don't even have documents that far back. So guess what? We don't have records!

However, God wants us to have an idea about what He's doing. God is making His name known against His adversaries. That's why this year, in 2005, you're going to hear of incredible shakings and tremblings around the world unlike those recorded in any other year. We will see earthquakes of magnitudes that have never been recorded before. And it's not just Indonesia, Malaysia, and Japan. Those are just the first. It's going to be happening all year long. The earthquakes are signs of this next revival! And God isn't leaving us in the dark. He's telling the watchmen and the prophets so that the warning is sounded. And so we must pay attention to what the Lord is telling us to do and then do it. Some of what He will command us to do may be uncomfortable to us, but we must obey Him. Our lives and the lives of others may well depend on our obedience.

Now I want to include Charlie's prophetic word about the seven thunders of God, and about the martyrs, to help you better understand the revelation I've received:

"THE SEVEN THUNDERS OF GOD" - by Charlie Robinson


When I was in Indonesia I led the people in my meeting to roar, and the roar lasted for a half hour! Roaring not only releases what's been tied up, it tears down principalities. When we roar like a lion, when the Lion roars, something happens in the spirit -- the seven thunders of God will come. We're going to see the seven thunders spoken of in Revelation 10. God is going to judge His enemies. There is a roar of the Lion that is coming in the body of Christ. So now I want to share some my "roaring experience," because it led me straight into a profound revelation about the seven thunders of God from Revelation 10.

Just over 10 years ago when I heard about the manifestation of the roar of the Lion happening in the Toronto Blessing meetings, I told the Lord that I would roar like a lion if He wanted me to. When I was in a meeting in Toronto, I knew I was supposed to roar, but I didn't want to let it out in front of everyone. Eventually I let it go, but it was a pathetic roar! Awful! Then I let it go again and, when I did, I saw the map of Canada come in front of me and the groanings of the Spirit for Canada to see the nation set free. As I roared over Canada, I could see the veil of religion over every province in Canada coming down. So the next day God said, "Charlie, how would you like to know what the seven thunders are in the book of Revelation?" And I said, "Yes! I'd like to know that, Lord!"

God said, "The seven thunders are seven judgments on the seven seas and the seven continents. They are not judgments on people. They are judgments on principalities. When they begin to happen, tremendous catastrophes will begin to hit the earth and people will die and get hurt. But I am not judging people in the sense of directly judging people. (Why?) Because of the prayers of the saints that have gone on in those areas of the world. They will literally call down My glory and My power and things will get judged and there will be catastrophes."

Scripture (Revelation 8:3-5) reveals that there are angels in heaven that oversee the prayers of the saints. As the bowls are being filled in heaven, it's those angels that are assigned to throw the answered prayers of the saints back to the earth. That's answered prayer. But how does prayer come back to the earth? In noises, thunderings, lightnings, and in earthquakes (v. 5)! That's why revival will come, because the heavens will open because the prayers of the saints will be cast down; and when they get cast down and hit the ground, there will be tremendous catastrophes.

Look at Revelation 10:2-3:

"He had a little book open in his hand. And he set his right foot on the sea and his left foot on the land, and cried with a loud voice, as when a lion roars. When he cried out, seven thunders uttered their voices." NKJV

The roar of the lion brings forth the thunders of God. When the thunder happens, then the lightning comes -- and lightning is judgment (Revelation 8:5). There are judgments that are hitting the earth. Unless we know what's going on, we're going to think that the devil is in control and everything is haywire. No. God is in control!


The Lord also revealed to me (Charlie) that He is waiting for us to co-labor with Him in executing vengeance against His adversaries (Psalm 149:6,7) -- and so are the martyrs! I kept hearing a cry getting louder and louder in my spirit: "How long, O Lord, holy and true, until You judge and avenge our blood on those who dwell on the earth?" (Revelation 6:10 NKJV).

Then God said, "They're not waiting for me, they're waiting for you. They're waiting for the full number of the martyrs to come to pass."

We don't like that word in North America. We don't like the word martyr. We don't like the word about giving our lives as martyrs. We like the word that they overcame by the blood of the Lamb and the word of their testimony . . . But, what else? They loved not their life unto the death (Revelation 12:11). They are waiting for you and me to stand up and do what we are supposed to do.

God wants us to move out of the way so that He can judge our enemies. That's what repentance does. When you repent you literally move out of the way. The Bible says that if we would judge ourselves, we would not be judged with the world (I Corinthians 11:31-32). God wants to judge our enemies and His enemies in our cities, but we have to get out of the way. That's why there is mercy and grace when we repent.

The roar releases the thunder and the lightning. Lightning in the natural clears the air. Father, let your lightning come today. Let your fire come! Let your power come! Let your judgment come! Let the roar of the lion return to the church. Let it come forth so that the thunders can come.


Now, let me (Todd) continue from where Charlie left off. It's time for us to prepare to roar. Recently, during one of our conferences, when we asked God to roar against His enemies, we joined Him in a prophetic act of roaring to support of His plan to execute His judgments in the earth. We roared a second time so that those who are bound in darkness would be set free.

The sound of the roaring is meant to continue! So I want to invite you to prepare yourself to roar in a few minutes. But first, let's remember that there is blessing in judgment. The shaking is about all nations coming to know the Desire of All Nations, Jesus Christ (Haggai 2:7). God will fill this temple with glory (v. 7). It's about the glory coming.

Through Haggai 2:6-9 God spoke this word to me recently: "I will shake heaven and earth. I will shake the sea and the dry land, because I am bringing the glory into the church in the midst of all the shaking, as nations are shaking. I am making My name known to My enemies. I am bringing in the silver and the gold, and releasing the glory."

We are so close to it! This year, 2005, will be a year of shaking. Four earthquakes already in the Pacific Rim: Japan and three in Indonesia. The Lord told me that there is one more coming. That will be five. We are going to get ours as well; it could be a volcano or an earthquake. It could be both. That will bring us up to six shakings. Then we're going to see seven, eight, nine, ten shakings in other countries around the world because there is something being released in God's glory and there is something being released in God making His name known. God is judging His enemies. This is how we are going to take cities, regions, and nations.


As the Spirit begins to move there is going to come a war cry from the Lion of the tribe of Judah to roar against our enemies in our cities and regions. Let's be bold and ask God to roar. God, roar against Your enemies! Roar over the seven continents! Roar over the seven seas! Roar over the land! Holy Ghost, come. Let there be a release of the roar of the Lion of Judah as we lift up our voice and we roar in the spirit with God. Come on, let it go! Let it go! Let it go! Come on God, judge our enemies! Make Your name known!

Listen to this: "The Lord also will roar from Zion, and utter His voice from Jerusalem; the heavens and earth will shake, but the Lord will be a shelter for His people, and the strength of the children of Israel." Joel 3:16 NKJV

The Lord will roar from Zion and He will utter His voice. God's voice is in the roar prophesying to His enemies. The Lord will roar from Zion and His voice will go forth from Jerusalem. The heavens and the earth will shake because of His roar. The Lord will be a shelter to His people and the strength of the children of Israel when they roar.

The Bible also says when the roar of the Lion goes up in the heavens (Hosea 11:10) it causes those who are in captivity and bondage to be released from their prison chains: sons, daughters, men, and women.

Let's roar again! I want you to see the prophetic voice of God being released in the roar right now! I want you imagine chains breaking, captives coming out of bondage. We roar for the release of the captives! Let it go! Roar!
